Contrary to Adam Smith's assumption of an "invisible hand", the bounded rationality of each actor in a system may not lead to decisions that benefit the system as a whole. Replacing individuals rarely improves performance. To make a difference, redesign the system to improve the information, incentives, and constraints that guide each actor.
