In "Good Strategy / Bad Strategy", Rumelt describes a strategy as having three parts: diagnosis, policies, and actions.

A diagnosis describes the current challenge. Written well, it should lead itself to several possible solutions.

Policies describe the general approach you'll take to address your challenge. There are often trade-offs between competing goals. A good policy takes a clear stance on conflicting goals, while a bad policy entrenches the status quo.

Actions are the specific steps to implement your policies. While easy to write, their difficulty comes with following through.
