Most organisations have multiple functions, reflecting multiple stakeholders. Some come from espoused values and are called "manifest functions". Others are unspoken and arise from shared taken-for-granted assumptions, called "latent functions".
For example, the manifest function of a university is to provide education. Yet it has several latent functions, including "babysitting" young adults until there is room for them in the market, as well as sorting and grouping them into categories that suit the needs of society.
Both types of functions are valid.
