We tend to focus more easily on stocks than flows, and on inflows more easily on outflows. This means we often overlook that a stock can be increased not only but increasing its inflow but by decreasing its outflow. For example, company may build a larger workforce not only by increasing its rate of hiring but also by decreasing turnover.
